Scarlet Ruby - where are you?

I have 2 lvl 450 miners and I have never mined one Scarlet Ruby.

My JC has prospected more than 100 stacks of Cobalt and Saronite ore but never gotten Scarlet Ruby.

Is there a better way to acquire Scarlet Ruby other than the auction house (150g a piece)?
